Bog Election Procedure

More than 2 years ago the BoG initiate changes to the By-laws for "BoG election procedure" and the General Assembly has voted for that later.

From the beginning of our NPO (before the changes was made) we elected persons as Governor in case if they get more "agree voices" than "against voices". Each vacancy in BoG has been elected. In this way we followed the principle of «fresh blood» and “new ideas” for our Organisation.

Now and for the last 2 years: The procedure is much harder. It required 50%+1 voices. And the last 3 election campaign show to us that there almost no “fresh blood”.
UPD:The system has been changed once again in November 2015. After the changes each person who reach more "agree" votes instead "disagree" is passed to BoG(subject to availability of mandates). The "abstained" votes is not count.

After each election we still have more than half free vacancies in the BoG.
For the last few years on each election we get almost the same persons who occupied vacancy for the 2-3-4 times in succession. (It is not about personalities but about election system)
We can see that for the last 4 elections is more works the principle of moral authority. It is from psychology.
We always will be choose the people who is moral authority for us. That's why we prefer the people who already in BoG instead of new people with fresh ideas and modern vision.
In the same time we are losing if we speaking about "fresh blood", changes and to keep up with the times. And this is something which have to be fixed.


Considering information which written above. And to prevent a perpetuation, the next changes is proposed:
To balance this election system we should make additional changes. Have to be a pause before the person will be have a possibility back to the BoG.
The time in BoG should be restricted to one mandate in succession (no matter of mandate duration. One year mandate or mandate of two years ).

After mandate is ended the person cannot be re-elected at nearest election. The person can be re-elected as Governor through elections. Have to be a democratic principle a year without a mandate.

To back the democracy way we propose to make a changes in the mandates part of Article 8 of By-laws

MANDATES
There should be a total of 9 governors. Governors are elected for a 2 year mandate by the General Assembly (as per Article 13 of the Statutes), starting and terminating on 1st Dec. Governors may serve an unlimited number of mandates. The mandates are offset by one year to allow for optimum continuity combined with a suitable transition period. Elections shall be held at least once a year (and completed before 1st Dec.). On odd years, five governors should be elected. For even years, four governors should be elected. Interim elections are allowed if required. Should a governor or governors leave, an election should be held to elect governors for the remaining mandate (as per Article 12 of the statutes.)
